Documents to prepare for a freight shipment
Organise documents by cargo, route and responsible party. Confirm the specific requirements before loading.
Start with cargo and trip details
Prepare addresses, contacts, package or pallet count, gross weight, dimensions and special requirements. The order, transport document, invoice and packing list should contain consistent details.
Who prepares and checks the documents
| Responsible party | To clarify before the trip |
|---|---|
| Shipper | Cargo data, the applicable invoice or delivery note, packing list if used and special instructions. |
| Carrier | Operator, vehicle and driver documents, their validity and the applicable transport document. |
| Customs contact | The applicable procedure, declarations, references and instructions for export, import or transit where required. |
| Consignee | Receiving hours, order reference and the person who checks and confirms delivery. |
Domestic, international and customs requirements
- In Romania, check the fiscal and transport documents applicable to the operation. A general list cannot determine every shipment’s obligations.
- For international carriage, prepare a CMR note where the Convention applies. Check the licence and certified copy where required, driver qualifications and the actual documents; do not assume one validity period for all of them.
- For customs operations, confirm export, import or transit documents with the designated contact. T1, T2 and TIR relate to different procedures and conditions; they are not a mandatory package for every trip outside the EU.
Cargo with special requirements
- ADR: disclose the goods and classification details at quotation stage. The transport document, qualifications, vehicle approval, markings and equipment depend on the shipment and any exemptions.
- Where ADR instructions in writing are required, the carrier provides them before departure in languages every crew member can read and understand.
- Food, plant or animal products: check documents and conditions for the product, origin and destination, including the requested temperature where relevant.
- Excess dimensions or weight: check road authority permits, the route and any escort conditions. Availability of this type of transport is confirmed separately.
Before loading, assign an owner to each missing document and confirm the required format. Do not assume cargo insurance, vehicle comprehensive cover or a customs procedure is automatically included.

Check whether RO e-Transport applies, who files the declaration and who sends the UIT code to the driver before departure.
